Hovick et al [11] argued that personal perception factors, particularly in the face of risk, can further influence communication inequalities and should be considered. In particular, risk perception can influence information-seeking attitudes and outcomes by shaping affective responses [20]. When individuals perceive threats as serious, it triggers negative emotions, such as fear and anxiety, motivating them to seek and process information to mitigate those emotions [21].

To address this gap, we reviewed existing measures of influence from literature to propose a consolidated framework capable of quantifying topic-specific influence on Twitter for public use.
Many measures have been proposed to quantify influence on social media. Note that the definition of influence on social media is slightly different from the notion of influence in other interactions.

The results of this study that health literacy, knowledge, and fear influence prevention behavior were similar to the previous studies. Health literacy was assessed using the CCHL, which was created to assess the public health literacy of the average citizen, and consists of higher-order communicative and critical health literacy rather than functional health literacy [25].

Additionally, the magnitude of the influence of tweets with health care–led hashtags is not characterized. Finally, our analysis did not account for the voice of patients and survivors, who have previously been shown to have a powerful role on Twitter.
Historically, health care professionals play defining roles in social justice and public health movements. Health care–led hashtag campaigns are positive, actionable, and portray a united front in developing solutions to pressing public health issues.

Previous studies have shown that individuals with high influence (ie, individuals with large social capital or political power) [2] can affect public decisions and purchasing power [3]. Moreover, many of these individuals have the ability to affect content, sentiment, and public attention by using social media to disseminate information [4].
