A previous study reported that the users, that is, people with COPD, relatives, health care providers (HCPs), and a patient organization representative, had a positive attitude toward using an e Health tool to support self-management of physical activity and exercise training [21]. However, they expressed that e Health solutions should be seen as a complement to already existing rehabilitation options.

This concern was highlighted by the WHO Bellagio e Health Evaluation Group, which stated the following: “To improve health and reduce health inequalities, rigorous evaluation of e Health is necessary to generate evidence and promote the appropriate integration and use of technologies” [8].
While recognizing the innovative role digital technologies can play in strengthening health systems, a better understanding of their contribution is needed to support future investment decisions.
