Monitoring and Combating Waterpipe Tobacco Smoking Through Surveillance and Taxation
Article 6 of the WHO Framework Convention on Tobacco Control (FCTC) supports taxation, and where appropriate, pricing policies, to curb the use of tobacco products [11]. Additionally, the MPOWER policy package of effective tobacco control policies stresses that raising the price of tobacco products through taxation is the most effective way to reduce smoking [12]. However, evidence to date has been largely limited to cigarettes, and thus, evidence to support fiscal measures to curb WTS is scarce.
