Ethics approval was received from the Deakin University Human Research Ethics Committee (2022-174) and the Ballarat Health Services and St John of God Human Research Ethics Committee (HREC/78891/BHSSJOG-2022-317489(v3)). Participants were informed about the study and participation was voluntary. Written informed consent was obtained from all participants for semistructured interviews: verbal consent was obtained from the steering committee to observe meetings and from frontline staff for the on-site visit.
